Centralization
The process by which powers are concentrated in the central authority. In a centralized system, lower units can exercise limited delegated powers. Some federations are considered to be ‘centralized’ because of the legal or fiscal powers of the central government.

Checks and Balances
A mechanism in some systems of government whereby three branches of government (legislative, executive and judiciary) make each other accountable within the limits of their respective jurisdiction or share decisions (e.g. over budgets or key appointments).
